Answer
crazy security
I use Outlook Web App for e-mails. In previous version, there was not problem with attached files. In new system, all files attached to e-mails received cannot be copied to a disc but I can open them as Web pages (but not all). Some files cannot be read even as Web page. I did not find where this security option can be changed.
Comments:

The security setting you refer to above has been changed.

When you connect to Outlook web access you are asked whether you are using a @Private' or a 'Public' computer. If you leave the setting as 'Public' then a higher security setting will be applied. Until recently this included preventing people from downloadnig files to the 'Public' computer they were using.

However, as this confused many people, we changed the security setting for 'Public' computers, so that you  can open and save attached documents and other files even if you have selected .Public'.
