The University of Brighton welcomes the passage of the Higher Education Bill for the same reasons that it supported it at earlier stages. These include:
- the shift from up-front fees to the graduate contribution;
- the extra maintenance support for students in need;
- the prospect of some extra funding for universities; and
- the establishment of the Arts and Humanities Research Council.
We are also pleased about the commitment to an Independent Commission to examine the effects of variable fees, about which we retain significant reservations.
We shall remain engaged in the discussions about the exact rules for the Office for Fair Access, and continue to press the case (which the government has conceded in principle) for support for part-time students. We shall also continue to press the case for significant improvements in the overall public funding of universities, which we believe to be necessary if the government is to meet its own objectives for a fairer and more prosperous society.
