About the Personnel Department

The Personnel Department develops and advises on the university’s policies, strategies and procedures for staff and managers on all aspects of employment. This includes staff planning, recruitment and selection, pay and conditions of service, training and

development, equality and diversity, and employment relations.   The department has a major role in developing and implementing the university’s Staffing Strategy, and activities over the past few years have included introducing senior leadership and management development programmes, enhanced occupational health, staff welfare and counselling services, modernised pay and grading structures underpinned by job evaluation, harmonisation of terms and conditions of employment, equality and diversity actions and introduction of tax-saving schemes for childcare and bikes.

The Director of Personnel reports to the Deputy Vice-Chancellor, and is a member of the university’s management group and a range of university committees. The Director and Deputy manage the overall HR strategy and work of the department and are supported by four Personnel Managers who have specific responsibilities for divisions of the department and specific projects.

Personnel Advice and Administration

The Deputy Director of Personnel and a Personnel Manager (Recruitment and Staffing) are responsible for the delivery and development of day to day personnel advice and administrative services across the university, and for updating personnel procedures and processes.

The operational teams provide an advisory, support and consultancy service for managers and staff in allocated faculties and departments.  Typical activities include organising recruitment processes, contracts, advising on terms and conditions of employment, dealing with pay related issues, sickness, maternity and other leave of absence and processing resignations and retirements. Personnel Advisers provide professional advice on case work such as managing sickness absence, discipline, grievance and poor performance and assist with the development and revision of personnel procedures and processes.

Employment Relations and Framework

The department organises the university’s negotiating and consultation framework with its trade union representatives, which currently consists of two common interest groups (one for lecturers, and one for support staff groups) reporting to a Joint Negotiating Committee chaired by the Vice-Chancellor.  Major contractual changes are handled through this framework.  Pay negotiations are undertaken nationally under the auspices of the Joint Negotiating Committee for Higher Education Staff (JNCHES) and through the Universities and Colleges Employers’ Association (UCEA).  The team is responsible for the university’s reward policy, including pay, pensions and other terms and conditions of service, and incorporating developments in employment legislation.

Staff Development

The staff development team is responsible for advising on staff development policy. This includes the development and implementation of senior leadership, academic leadership and management development programmes, the university’s appraisal (staff development review) scheme, tuition fee waivers and study for staff, induction and training available to staff from a range of providers internally..

University policy on staff development is managed through a Staff Development Group made up of staff from across the institution, chaired by a Dean. An Equal Opportunities Steering group oversees university-wide equality policies and action plans.

Other staff

Specialist staff are engaged in equality and diversity work and on the development of personnel management information.

The department is supported by a Departmental Administrator (office manager) and administrative staff who are responsible for safekeeping and storage of personnel files, recruitment and job files, and for updating the website and vacancy details.
