Students with existing qualifications

In 2009 the government changed the way it funded higher education. These changes affected the funding available for new and returning students:

  • who already had a degree or higher education qualification
  • who had been accepted to do another course at the same or lower level than the highest qualification they already held (known as an ELQ: equivalent or lower qualification), and
  • who started or continued their ELQ course between 2009-2011.

No government funding
The government does not provide any funding to universities for these students. Students studying for an ELQ do not receive financial support from the government and are not eligible for university bursaries.

Tuition fees
At Brighton students who started an ELQ course between 2009-2011 pay tuition fees at the international student rate and are eligible for the same terms and conditions in respect of payment discounts and fee levels.

Exemptions
There are some exemptions to the ELQ policy.

New students who hold an ELQ and who are taking courses in medicine, architecture and social work are eligible to apply for student loans for living costs. However they are NOT eligible for the tuition fee loan or either the Maintenance Grant or Special Support Grant.  

Students who hold an ELQ and are eligible for a means-tested NHS bursary are also eligible for a reduced rate student loan for living costs.

Students with an ELQ and who start a postgraduate course of initial teacher education are eligible to apply for the full package of fee and maintenance (grant and loan) support. Students who are exempt from the ELQ are charged fees at the UK/EU full-time undergraduate and PGCE student rate.
