The Council's Review of Inequality and Life outcomes is a city-wide programme examining the causes and impacts of inequality and identifying actions to improve residents’ life chances.
Polly Herbert, Head of Initial Teacher Education at the University of Brighton, will lead the independent review, which was agreed by the council in October 2025 and brings together lived experience, research evidence and perspectives from communities, employers and public institutions across the city.
Polly brings more than 20 years’ professional experience in education, alongside lived experience of growing up in poverty in Brighton & Hove. A local resident, she grew up in Moulsecoomb in a single‑parent family and has spoken widely about the long‑term impacts of deprivation on confidence, health and opportunity.
